I know it might seem kind of petty, but I don't think the current 'removal links' in 3.2.2 are can-spam compliant.
Hard to interpret that law, but it does specify that it needs to be a 1 click thing after the member clicks the 'remove me' link.
Currently, the system asks the user 'are you sure you want to remove your account' after clicking the removal link, which is fine, but then it goes to the page that asks the user why they want to be removed. This is 2 steps.
The form that asks the user why they are removing their account needs to be on the same page that says "are you sure..."

ex: "Are you sure you want to delete your account? If so, please tell us why (optional)"

Setting 'include header and footer' to 'no' under the Removal Notification in the Edit System Messages section does NOT remove the header and footer. They are still included.

I'd have to classify this as critical, as even sending the removal notification alone can get you in big trouble w/ spam complaints. Having the header and footer included (which usually contain ads) can pose a really big problem with spam complaints.

Technically, the 'removal notification' should be removed completely, as its up in the air whether or not this is can-spam compliant. I suppose some could call this a 'transactional email' and not consider it spam, but GoDaddy DOES! This issue already got me into a bit of trouble with them. Almost lost my account because of one jerk who reported my removal notification as spam.

If the option to exclude the header and footer actually worked, it would at least help tremendously with protection from spam complaints.

ad with link which contain the @ character, but some urls include email addresses.
Also https links are not allowed there too. This should be fixed.
